Initiate a new LOI by logging into the EMSL User Portal and clicking “Submit a Proposal/LOI” in the lefthand navigation bar. The form will guide you to enter details about the proposal, the participants, funding, resources, and samples. Review the entire form well in advance of the submission deadline to make sure you have enough time to compile the required information. 

You will be required to complete a standardized LOI form that will be uploaded as a PDF to the EMSL User Portal. The form and instructions can be found under the Letter of Intent Guidance.

Your LOI will be reviewed for responsiveness to the call and alignment to the EMSL and Department of Energy (DOE) Biological and Environmental Research (BER) missions. Feedback may be provided regarding the feasibility of the proposed research.
