Submit the completed standardized template, upload it to the User Portal, and provide other project details through an online form.  

Initiate a new proposal by logging into the EMSL User Portal and clicking “Submit a Proposal/LOI” in the left-hand navigation of the home screen. The form will guide you to enter details about the proposal, participants, funding, resources, and samples. Review the entire form well in advance of the desired submission date to make sure you have enough time to compile the required information. The standardized template is uploaded into the EMSL User Portal as a PDF. 

You are encouraged to contact EMSL staff to discuss your project prior to submitting the proposal. Any discussions with staff should be initiated at least two weeks prior to the desired submission date.
