Abstract

The Energy Policy Act of 2005 mandates that the United States' national laboratories offer technology assistance to small businesses. The Technology Assistance Program (TAP) operated by the Economic Development Office at the Pacific Northwest National Laboratory is funded through the Department of Energy to help grow and diversify the Nation's economy by providing technical help to small businesses that need it but might not otherwise be able to access world-class researchers (http://www.pnl.gov/edo/assistance/techassist). The TAP helps technology-based companies improve their competitiveness by providing free assistance or information regarding specific technology questions or needs. Created in 1994, the program has helped more than 550 companies through more than 850 TAP projects.

This proposal seeks to establish an umbrella project under which PNNL can quickly access the instruments and staff expertise at EMSL on behalf of these companies. Examples of TAP assistance include:
* Advising on existing or emerging products
* Materials characterization
* Failure analysis
* Providing advanced technology solutions
* Improving production or manufacturing processes
* Performing scientific peer review
